Phil DeVille is the male child of the DeVille family and one of Tommy's friends. His sister is Lil DeVille, his father is Howard and his mother is Betty. He looks very like his sister but with a few minor differences.
Appearance and age[]
Whenever Phil appears, he wears a bluish-green shirt with a yellow duck on it. He has brown hair, like his sister, which always faces backwards. Phil wears blue shorts and blue shoes. In the Rugrats Annual 1997, it is revealed that both he and Lil are 15 months old.
